Transfer from mother-in-law to daugther-in-law

House property was registered in the name of Ms X, after her husbands death. Later, 2nd name was added in the share certificate, of Ms Y (daughter in law of Ms X and widow). Now, Ms. X wants to transfer property to daughter in law and grandson. Question is, can X write letter like a NOC to Housing Society, for change in ownership?
