To freeze bank account

In  one govt office, the outsourcing agency  vehicle driver on govt vehicle has committed financial fraud by scratching petrocard to receive petrol in his vehicle instead of govt car and we have evidence of CCTV footage and Logbookdata.

This act is carried out with help of petrol pump attendant. 

What are  legal action can be initiated to recover money from him?
