Tennant and property under stay order issue

whether a new tenant can be allowed to occupy the property which is under stay order. or is it subjected to certain limitations rather restrictions.

What kind of stay order it is?

No new tenant is allowed unless stay ic cancelled.

You didn't given complete facts, if court had given stay order ,then don't put new tenant until the stay cancelled or judgement comes in your favour .
