Tenant nuisance

I own a flat on forth floor of a building. The owner of flat above my flat has rented his flat. The tenants keep on making noises throughout day and at night disturbing our sleep and peace. Despite multiple requests to owner, he has not taken any action on the tenants. Please advice on our legal options which we can take against owner / tenant.
