1. As she is eligible for Technical Resignation; when she should submit technical resignation from this post ( Right now or after getting the appointment order). If she submits the resignation after getting the appointment order and the dept takes more time than given in the joining order, then what needs to be done?
2. What should be the main clause/s for the same about the date of technical resignation, lien on the post and any other things if important?
YES SHE CAN. BUT LIEN ON THE POST CAN BE RETAINED ONLY IF SHE IS DECLARED PERMANENT.
3. Will the past service of more than 1 year be counted for annual increment in the new job or not?
YES
4. Will any benefits towards seniority will be admissible in her case?
COMICAL.
HOW CAN YOU GET SERNIORITY OF SUBSEQNET SELECTION IN HIGHER POST ON THE BASIS OF SERVICE RENDERED IN LOWER POST.
IF TECHNICAL RESIGNATION IS ALLOWED THEN THE PERIOD WILL COUNT ON EVERYTHING EXCEPT SENIORITY FOR PROMOTION (I.E. pENSION GRADUITY, PF DEDUCTION, PRIORITY FOR GOVT QTR ETC)

As per your reply what I understand is she is not permanent ( assuming you mean regular here), but, on probation; so, lien will not be retained in her case. If I am correct in my interpretation please mention.
My first question was when to submit technical resignation-- now or after getting appointment order? Please clarify in little detail.
About annual increment you said YES. As she got 1 increment on 1/7/2016 on the current post; does it mean she will get her first salary in the new post with one increment?? If yes, then other candidates in the same merit list who are senior to her (as per the merit list ) will get lower salaries. Is it possible? Or she will be considered senior there.

YES. No lien can be held on temporary post.

I have 2 questions
1. When she should submit the technical resignation
(she have not got the appointment order yet.)
a) .After getting the apointment order for the new job?
b) Can she submit it right now sighting all details about the new appointment?
In case of a); if the department takes more time to accept the technical resignation than provided in the appointment order, then what should we do
In case of b); What date and time (as we do not have the appointment order yet ) should we mention in the resignation letter?
2. About annual increment

She should get annual increment in the new job right from the first month ( correct me if i am wrong in my interpretation). My Question is that the seniority list is prepared on the basis of merit in the recruitment exam and there are other candidates who will be senior to her in the new job; then how it is possible in her case to get the increment from the beginning ( as she has got her first increment in the existing job).
P.S. I am a novice in all these matters; So, please reply considering that in mind.
