Which "place" should the agreement/deed/contract be signed if the stamp paper belongs to a particular state?

Can it be somewhere outside the state or country?

For a particluar State Stamp paper of that State has to be used. While executing any document outside India meant for use in our country our stamps should not be used. When instruments are executed outside India, they can be stamped by payment of appropriate stamp duty later in India by cash.
