Supreme court ruling regarding tenant and illegal occupatnt

What does the supreme court ruling state in regard to non disconnection of water supply and electricity supply in a tenanted flat. If somebody who is not a tenant and forcibly occupying the said tenanted flat has right and claim for water and electricity?

Please clarify the ruling as Police states that the landlord cannot stop supply of water and electricity?

Is this applicable for anybody or is it only for the tenant?
