Superannuation retirement for mentally retired persion

Sir my father is a central govt employee. Now he is suffering from psychiatry & elimination disorder, he is mentally retired person.his normal retirement date is nov.2018. But now he is not able to do his duty so can he take superannuation retirement. without serfing any notice period. Because he is not able to do his duty & not able to serf notice period also. Sir if he will be absent then pension would be reduced so sir he should be given chance for superannuation retirement. Sir please help me.

Sir please say me that can he take voluntary retirement without serfing 3months of Notice period as he is a mentally retired person.And disabled too.

He cannot take VR without 3 month notice He may be on leave for 3 months if any leave is due

But sir what a person will do if he is mentally retired, physically & mentally not able to do duty & not able to serf notice period- because of physical & mental problem
