Stamp duty for land registration

Dear Sir/Madam,

I have purchased the residential land (one Ground) in the year 2002 and i have settled the payment, which is bought from my cousin brother.

I have not made any agreement and sale conveyance deed till now.

Now the Guideline Value of the above said land gets hike more and more. My cousin brother promised me to transfer the land.

My question is Should i have to pay the latest value of Stamp Duty for registration, or is there any possibility for paying the stamp duty value as on that date (i.e., 2002). Kindly provide us the clear details, which will be helpful for registration.

Thanks in Advance

M Arunachalam
