Speedy disposal of cases

At present the pending cases in courts are mounting day by day.  Unless  a  new strategy to dispose the cases fast is adopted, the menace cannot be avoided.  In this line, as a matter of remedy, why not the COURTS make a change in the CASE FILING PROCEDURE.  Instead of the present system, they can think that before a case is filed in a court, the case has to be passed  / routed through the LOK ADALAT Channel.  Only when LOK ADALAT fails to settle the disputes,  such cases are to be allowed to be filed.
