Society NOC

I took one commercial shop on lease in kopar khairane area of navi mumbai. I took for the purpose of opening a restaurant. As there were other restaurants running in the society so i hardly had a doubt about spciety refusing noc. But ive almost finished my interior work and need noc for aquiring restuarant licenses but the spciety is refusing it. They are not giving any acknoledgment for the application and my leave and license agreement copy which I submitted. The lady asked to submit these documents to the watchman and apprarently she is avoiding it so that in next AGM they are going to pass the law that they won't give NOC to any new restaurant. There aren't any dues remaining on behalf of my landlord. Chairman and Secretary are not picking out phone calls. I have invested money in it what am I supposed to do now?
