1.If multiple PIOs are under one particular public authority then RTI application shud be transferred to all PIOs/officers under sec 5(4).
As far as othr public authritis are concerned the word public authority under sec 6 (3) shud be referred undr 13 of General Clauses Act, 1897.
SIC,Gujarat disallowed 2nd appeal as no reply to Applicants by PIO and FAA in timeline.No hearing by SIC.This is case of multipio question sent to two pio,one FAA,but no transfer of application nor reply with reason.
