Seniority between a direct recruitee and promotee

In Himachal, 12 DIC Managers were appointed on contract basis via HPPSC exam notified in august 2015.The result came on March 3rd, 2016 and the managers joined on May 12th, 2016. The contract period is of 3 years and this service will be counted for considering seniority. Now, in the month of June 2016, DPC was conducted and around 30 Managers were appointed after promotion from feeder categories(all already in regular service). My doubt is in this case the directly recruited managers will be considered senior or promotee managers when the new DR managers will be regulrised. And seniority in this case will be given from which date i.e. date of notification of exam or declaration of result?

Apparently, yours is not a problem, rather a question on procedure of selection for gathering some information. At first, you have the need to check the provisions of the recruitment rules of direct vis-a-vis the promotee officers and then the DPC Rules before knowing the implication of the case law, as suggested by the expert. For your information, except in the particular case in which the verdict has been given.by a court, any case law cannot direcly be made applicable on any cadre without going in to the long process of modification in the rtespective RRs, if actually due.

However, if you have got some real problem to face, for the pupose of appropriate solution, you may better come forward with the case history of the problem and how that affected you.
