Seller sold alcohol bottle above m.r.p.

Few weeks back I purchased a Alcohol bottle on which M.R.P. was INR 2470, but seller sold me bottle at INR 2700 and even bill having the INR 2700. After I realised I approached him back and he told me that rate has been increased but they don't have new M.R.P. on bottle till now, even he had some govt. documents also which was stating that rate has been increased but new M.R.P. bottle will come within 4 months.

But I think that's wrong any how seller sold something above M.R.P. So should I file a Consumer court against him? And If yes so what will be the whole procedure and how many time I will need to go to the court?
