School leaving certificate

Sir for caste certificate application I requested for primary school leaving certificate but school issued me same in Gujarati language which is no use as caste certificate office bearer says we can't read this school says get it in written that they need it in English ..but caste certificate office denied to give it in written ...so how do I get school lc in Gujarati whereas school is already using English fomat now but told me that your records is in Gujarati hence they issued in Gujarati
