Sale of residential society

Respected all,

We have 35 year old  residential society( Row Houses) at Ahmedabad. The society is of 56 members. I am one of the members. 

The committee of the society is planning to sale the society to a builder. 15 members are not ready to sale their row houses. The dont want to join the sale transaction of society .

Now my question is, could committee sale the society to builder though 15 members out of 56 are not ready ?
