Sale of personal property

Dear Experts

As per ammendment of Section 43 of the W.L.P.Act 1972 (No.53), a person owning wild life trophies for which he has been issued a Certificate of ownership under Sec. 42 ,for the purpose of Sec,40 ; is not permitted to transfer by sale or offer for sale or by any other mode of consideration of commercial nature, sich animal or article or trophy or uncured trophy.

My query is that, this property, for which the Govt. has issued an Ownership Certificate and which has a market value, is being barred to be transferred for a consideration, then the Govt. should aquire it and give suitable compensation to the owner. Otherwise, I feel it would be injustice.
