Safety code for elevators and escalators

As per the National Building Code of India prescribed by Bureau of Indian Standards, the lift car has to be provided either with an emergency signal that is operative from the lift car and audible outside the lift well or with a telephone.

Is that documented in some notification?

Thanks but none specify and safety rules on whether intercom is required.
