You can ask a State Public Information Officer (PIO) to gather information from district PIOs, as the PIO of a public authority is responsible for providing information available with their authority, which may include information held by subordinate offices.
You should apply in writing to the State PIO, clearly specifying the information you need from the district offices, along with the prescribed application fee.
RTI act section 5(4) explicitly allows a Public Information Officer (PIO) to "seek the assistance of any other officer as he or she considers it necessary for the proper discharge of his or her duties
Section (5) reinforces the duty of the assisting officer, stating that they "shall render all assistance" to the PIO. Furthermore, for the purpose of contraventions under the Act, the assisting officer is also treated as a PIO.
