Rti sec 6 - tranfer to another pio

I applied for some information to PIO at state level, he invoked sec 6 (3) and transfered my application to other 4 distt level PIOs and asked them to directly send reply to me. 

Nothing received from any side after a lapse of 1 month.

My query

a) Is there any provision in RTI act in which the PIO is bound to gather information from subordinate PIOs and send it to me rather than brushing aside the matter?

In my original application I specifically asked the state level PIO for gathering information from four districts and then supply to me.

2) Can sec 18 be invoked in my case to lodge complaint against state level PIO?

No you cannot.You may ask information from anybody you think appropriate.But the PIO can retrasmit your application where your requisite information is available.

The PIO can send it to the concerned authorities, directing them to furnish information directly to the applicant.  If you are not satisfied, you can appeal to the appellate authority.

You can ask a State Public Information Officer (PIO) to gather information from district PIOs, as the PIO of a public authority is responsible for providing information available with their authority, which may include information held by subordinate offices. 

You should apply in writing to the State PIO, clearly specifying the information you need from the district offices, along with the prescribed application fee. 

RTI act section 5(4) explicitly allows a Public Information Officer (PIO) to "seek the assistance of any other officer as he or she considers it necessary for the proper discharge of his or her duties

Section (5) reinforces the duty of the assisting officer, stating that they "shall render all assistance" to the PIO. Furthermore, for the purpose of contraventions under the Act, the assisting officer is also treated as a PIO.

The Delhi High Court, in the 2014 case of Ministry of Railways vs. Girish Mittal, observed that a PIO cannot function merely as a "post office" by forwarding an application to subordinates. The court emphasized that it is the PIO's job to collect information from units within their own organization by seeking assistance under Section 5(4)

You can conclude your application by stating your expectation that the information from all four district offices will be collated and provided to you as a single response within the statutory time limit of 30 days.

In ae the information is not heldby the PIO he is bound to trasfer it to the concerned authority with no duty to collect infomation from various bodies.

In the given situation, you can appeal to the authority mentioned in the communication  you have received by the first PIO.

the PIO has no discretion to withhold and not transfer to other PIO and on the same time not to reply.
