Rti on assets details of corrupt govt. employee

Private information of an employee is not permissible through RTI. However, if you have some definite information about assets of an employee beyond the means of his known resources, you may make a complaint to the vigilance unit of the concerned department. for their verification with reference to their office records.

I have few more questions:

1. Can Vigilance unit of concerned department take action against an employee retired 5 years ago. The disproportionate assets were bought during his service.

2. Which departments keep records of properties. I know cities where his properties lie but not specific locations.
