Rti act on organisations

Dear Sir/ Madam,

I wish to obtain some information from an organisation which runs project in Public Private Partnership. I need the information on one of its project under the public private partnership. The organisation is a NGO. I do not know if the organisation is substantially funded by the Government or not

I wish to know is the organisation liable to provide me the information under RTI 2005?
