rti act additional evidence

the trial court judge closed evidence then the successor trial court judge allowed additional evidence . the cross examination has not started . is there any hc or sc guidelines . sec 311 crpc
is silent about additional evidence

sorry it is negotiable instruments act not rti act . sec 142 says that the trial procedure will be summary trial
