Can I request what proof of address was submitted by a third person in order to make his passport under the RTI act.

There are certain kinds of information which can be refused under the RTI Act, 2005. Section 8 of the Act lists such information. The information sought by you may come under Section 8 (j). I am not sure. The best way to find answer to your question is to make an RTI application. If the information is refused, the officer has to state the reason for such refusal.
