Requirement for obtaining domicile in maharashtra

I would like to know what is the eligibility requirement for obtaining the domicile certificate in Maharashtra

I have been staying in Maharashtra since 2nd Feb 1996 till date but from 8th Feb 2002 till 30th October 2005, i was away from India
