Requirement for notarisation

Despite our Prime Minister stating clearly that self-attestation is sufficient and that there is no need to get documents notarised, simple affadavits are still required to be notarised.  What purpose does notarisation serve?  Why is this practise still continuing?  Is there some authoratative document that can be presented to someone requiring a document to be attested that states clearly that notarisation is not required?
