Reply to back dated amendment in Disciplinary Rules

It is not clear on what ground u have been issued c/sheet & suspended twice .Well u can challenge about the irregularities in record.

Prolonged suspension is in a way "punishment".  You have a right to ask the disciplinary authority to expedite the proceedings.

You have to defend yourself against the charges in charge sheet on merits and not on technical grounds.  If any technical ground is available, if the matter goes to court, your advocate will take up.  In the domestic enquiry, only important thing is that sufficient opportunity is given to the delinquent employee or not and any prejudice is caused or not.  Otherwise, you have to prove that you are innocent and the charges are cooked up or not misconduct as per the CDA rules.

The corrupt  disciplinary authority will prove your innocence until you prove that you are the whilstle blower and hence with malafide intentions you have been chargesheeted.  Further, the disciplinary authority's leaving the Head Quarter cannot prove that you are free from such misconduct.  Two wrongs cannot become a right.  Further, your disciplinary rules and the disciplinary authority's disciplinary rules might be different because both have been working in different grades.

There is typographical mistake.  The first line in second paragraph shall be "The disciplinary authority's corrupt attitude does not prove your innocence"
