The owner of the flat can enter into a lease agreement with the prospective tenant, so once the owner is decided, he can lease it out officially, in the meantime, the unofficial let out will not have any meaning over the legal issues at a later stage.

Can the nominee make a registered lease agreement and lease it out in the meantime?
