Rent increase

The tenant has stayed in the house for 11 months and now the Land lord is asking for increase in rent by 20%. Can he do so? Is there not a SC clause that says that rent can be increased by 10% every 3 years?

We can file a petition for fixation of fair rent for the rented premises.  The fair rent will be decided by the Rent Controller after ascertaining the locality and the building conditions and the ameneties provided by the Land Lord.  But in my opinion please ensure before filing such a petition that the fair rent will not in any case be higher than the rent which the tenant is presently paying.  Once the Rent controller fixes the fair rent the landlord cannot increase the rent to his whimces.
