Registration of newspaper with NO NEWS ??

Sir

1°) We, Indian Company (private limited), with 100% french share holders, want to edit, print and publish one small

free newspaper, with advertisings, classifieds, repository BUT WITHOUT any news neither comments on news

BUT with some articles about history, culture .. in Mamallapuram

2°) We read :

As per Rule 5 of PRB Act, 1867, no newspaper shall be published in India except in conformity with the rules laid down in
the Act. A newspaper means “any printed periodical work containing public news or comments on public news”. Hence, any publication coming under this category of newspaper is required to be registered with RNI.

QUESTION : Do we have to register such newspaper ? What is the exact definition of "news" ?
 Is our case linked to the "FORM ProformaExemption" ??

You may call it a "Journal" and that may solve the problem for once and all.

Unfortunately, your reply does'nt provide me any constructiv view !! And the indian who manage tax don't know the difference between a newspaper and a journal !!
