Sir, I would like to sublet my flat for 11 months based on leave and license agreement. If I am not registering it, does it have legal validity ? To register a leave and license agreement, what is the procedure and charges ? My Location is in India, Maharashtra, navi Mumbai 410209.

Prepare a Leave and License on an Rs.500/- Stamp Paper and get the same Notarised as record. If you want you can get the same Registered from the Registering authority on special case.
