I have purchased a flat in KMC area in Kolkata. The builder has completed the construction and all electrical and water connectivity has been provided. However, the completion certificate of the building is still pending. I have a running home loan with SBI and I have already made 90% of the total payment to the builder. The formal hand-over is pending for more than a year now as the builder is yet to get the CC from Kolkata Municipal Corp (KMC). The builder is telling me that if I want I can make the balance payment and get the property registered even with out the Completion Certificate. Can you please let me know if its legal as per KMC rules to register a property without the Completion Certificate and how much risk would I carry from future harrasment by Municipal authorities?
