Regarding cheating done by college

Sir, My sister had completed her b pharmacy in a college .she joined in that college through regular merit based government councelling,the college is not having any pci(pharmaceutical council of India) recognision. In the mean while my sister has completed the 4 yr couse....then college has been closed..... Now the college has to pay some pending fees to the pci , so that the old students will all get recognised seats. But they are not clearing that due.. It has been 3 yrs completed ... Please suggest regarding this issue
