Regarding anticipatory bail

Is there any provision police not arrest the accuse when anticipatory bail application is pending before High court .

According to my little knowledge , revision is prayed against checking on an illelgal order passed by lower court.
so the prayer shud be to setaside the lower court order.

I think the provision should be contempt of court, in this case.
