Recovery of debts

I had lent Rs. 4,00,000/- to my brother in law in 2004 as he had to purchase a shop. He had promised 12% interest and the principal amount to be returned in two years, beyond that the interest rate will increase by 2% every year, we have not made any agreement. So far he has returned Rs. 3,94,800/- as interest and refuses to pay any further amount. Are there any laws in Maharashtra wherein I can file a suit against him for recovery of balance principal and interest amount, under what section the suit can be filed?
