Recovery letter

Dear Sir,

X Limited and Public Work Department, Karnataka had Contract on Project. PWD imposes penalty on X limited. Now, PWD sends to all Government agencies of various department to withheld payment and compensate the same to PWD.

If PWD had ground to do so.

Dear Sir,

As per Karnataka Public Money (Recovery of Dues)Act - Can PWD take the permission from respective District Commissioner and send a general recovery letter to all the departments of Karnataka state government agencies to withheld the payables to a X Limited. {Earlier, X limited entered project contract with PWD for Road construction. Due to delay in execution, PWD imposed huge penalty with out fair hearing now wants to recover the amount as debt}
