No, there is no such rule or an act or a gazette notification by any government so far.

THE A.PL. (above poverty line) RATION CARDS IN SIKKIM, have been cancelled by the Food & Civil Supplies Department, Govt. of Sikkim, vide a Notification, thereby depriving citizens of Controlled-Sugar supply, amidst- soaring prices of Sugar at- almost Rs.40/- ; meanwhile the upcoming FOOD SECURITY BILL (Central Act) promises something else.
I am likely to get a copy of the Notification very soon, and forward you for your kind consideration.
