Ration card

Hello experts,

I have some personal issues with my parents and I was separated before 3 years.

Now, I need original ration card of my father to cancel my name and re-issue new on my name, but he is not ready to give me.

how can I apply for issue new ration card on my name? is there any legal procedure? pls help me..
