Question about divorce certificate

My question has two parts.

1. Question on re-marriage after divorce

I got married in 2008 under Special Marriage Act
The marriage did not work out and we finally got a mutual-consent divorce in Jan 2014 (in Gauhati Family court)
I havent received the divorce certificate yet (applied about 3 months ago)
My passport has Spouse Name as empty

If I want to marry again in court, is divorce certificate a mandatory requirement? Or can i get married again and push for the divorce certificate in parallel.

2. Question on getting the divorce certificate

My spouse's family member applied for this a couple of months ago and nothing has come out of it. I live in another city. Is it possible to apply for it again or speed up the process in some way? Can any lawyer based in Gauhati help on this? And what is the rough time frame in which one should receive the divorce certificate once it is applied for.

1. Proof of earlier divorce is a must at the time of re-marriage.

2. Yes a local Advocate can apply under your behalf. Even you can apply. Apply under Urgent category from the Certifying Agency by meeting Fees as per Rules. Complaint before the Head of Certifying Agency if Copy not provided under Urgent mode.
