Can we transfer restitution  case  from High court  to Sub-ordinate court located in other city within  same state?????

How can a restitution case be filed before the high court in the first place ? Plz elaborate query

Am Abdullah from kerala and my wife died in an accident . I have two minor sons. I had purchased a land in my wife name. Her parents are alive. when I apply for legal heirship certificate, should her parents be included in the list of heirship as per Muslim law
