Purchasing small plots

Honourable lawyers,

New member here ! Have a question about purchasing small plots in villages around pune.

The land zone is sheti-navikas(Agri-Non development) and the developers have formed plots as less as 1 gunthas.

1.The developers told there will be kharedikhat will be done for the transaction.I asked a real estate agent advise.He said that kharedikhat(registered sale deed) cannot be done for such small plots.Please tell your views on this.I read this is prevented under Tukdabandi act. but I am confused after seeing so many ppl  taking such plots and starting to construct.

2.I read that tukdabandi is not applicable to lands having survey no.How do I know if the plots under sale have that ? Why is that some lands get survey no and others get gat no. ?

2.I know that 7/12 extract cannot bear new owners name unless the land is 10 Gunthas.I have heard that if at all kharedikhat happens then you can let old owners name remain on 7/12.Alternately I have also heard that POA and Development rights agreement can be done as a option to kharedikhat.Please let me know if you agree.

3. Agricultural (Non development ) lands can be sold to farmers only. Is this mandatory for getting new name on 7/12(in case of sale more than 10 gunthas) or it is must for doing kharedikhat also ? Now I dont have our family name on any 7/12.What option do I have now ?

4. Are there chances of Govt. putting a reservation on this land  in future ?
