Purchasing flat in moshi alandi road need help

Hi,

I have booked a flat near moshi alandi road with a project, the land has passed NA. the property is originally belonging to  Consenting Party ( 9 members) owners of the land has entered into Registered Development Agreement and Registered Power of Attorney with the builder. 

My question is : Is it safe to purchase flat where the land does not belong to builder and a mere power of atorney is given to him to construct the building. The Developers has submitted their building plan in the Office of the Pimpri Chinchwad Municipal Corporation and accordingly PCMC has sanctioned and allotted Commencement Certificate .

The builder has shared the soft copy of agreement which does not mention the amenities he would be giving which is mentioned in brochure. 

The  terrace  or terraces, if any, of  the  building  or buildings constructed on the said land hereditaments and premises  including the parapet walls, open  spaces  and side  margins shall always be the exclusive property  of the  Developer . IS THIS OK?
