Purchasing flat constructed in inam lands

I am praveen, planning to purchase a flat. This appartment is constructed on the site which is a devsthanam inam lands to the site owner. Does the site owner has the rights to construct an apprtments in that site and sell it to outsiders. in this case do i need to verify any documentes prior to purchasing it?
