Purchasing agricultural land on basis of heirship certificat

can agricultural land be purchased by  heirs of DECEASED  PERSON  on the basis of HEIRSHIP CERTIFICATE issued by talati .

                                Deceased  person  is having its name in FORM  NO.  6 ,  7 /  12  , 8
