Publishing details in newspapers

I have registered a FIR AGAINST an individual who is already absconded and wanted by police in other case. Now police is unable to find this person for past 3years. I want to publish his photograph and details in newspapers. Can I do it? Do I have to take permission from police or court. If yes under which act or provision. Can I ask police to publish same under some provision (I am willing to pay for ad or news).

Thank you Sudhir sir... It was really helpful...But if i publish the photograph and other details in newspaper (seeking information) on my own expense, will it be wrong or illegal in any manner?
