Public servent framing incorrect record

Dear experts . I attacked with unidentified goons by hit and run so I sent complaint through speed post but SHO didn't register the fir after 8 months later I asked Information through RTI he send the replay it was I received the complaint so and so date but when I opened the postal cover only white page is there now how can I prove his offence that SHO collude with my rivals Please share your valuable suggestions
