Providing cool application on terrace of an apartment-reg.

I stay on top floor of an apartment exactly under terrace, and during this summer due to high temperatures the top floor flat occupants/owners could not bear the heat and hence requested the committee of the apartment to put cool application on terrace by spending common committee money, to reduce the heat 

But, some of the flat owners are objecting the committee from putting cool applicant on terrace from committee funds (common money), duly stating though the terrace comes under common area, putting cool application on terrace is only beneficial  to the top floor flats but not to all the flat owners/residents and hence the expenditure has to be borne by the top floor flat owners and not by the committee.

Please advice me how to deal with this subject.

Roof top is part of common area for which the Managing Committee has to get it approved from GBM as such a treatment (on roof) shall reinforce it. 

Get public opinion in your favour in GBM.
