No.. Not as per the normal property sale deed..he has to release the reservation before he sells it.

Thanks, Kindly let me know, what would be the process to sell Flats/ Properties for the ST/SC communituies in Odisha. Also like to know in which states of India similar provisions does exist.

If he owns properties in areas other than scheduled areas as notified by the govt of india/odisha, he is at liberety to carry out the transactions even to non tribals.Suppose he owns property in Bubaneshwar,he can sell it to anyone,because it is entirely a private property.
