Promotion during suspension

Hi, I am working in Punjab mandi board. Last year I was suspended by my office and this year office ordered me to join my service in march after serving me a chargesheet. Inquiry commenced in April 2016 yet not decided. But during my suspension they promoted my junior on my seat. They did not kept my seat vacant in sealed cover. Not even linked up my case in resolution passed by committee. Can they do it? What are the rules regarding this case? What I have to do now? Please reply, thanx.
