My friend's motherinlaw is RTC employee. Few RTC employees bought the tribal act plots in 1984. All employees constructed houses in those plots in 2000 except my friend's motherinlaw.
They have given that plot to my friend's wife(2010) but still the property in my friend's motherinlaw name .
What is the procedure to change that name to my friend's wife and procedure for constructing house in that plot.

U need to take permission form the local authority for construction of house on triable area.

local authority means muncipality , what documents to show for this.
