Private complaint

hi

If husband files a private complaint to a Judicial Magistrate, and the JMFC Court allows to file an FIR against in-laws, who is held responsible for that FIR?

 

The husband or the Court

 

E.g in the case below.

Husband only filed the complaint. Can he be held responsible for the FIR?

its just like filing a fir in police station the court when a private complaint is registered  will direct the police to conduct investigation and file chargesheet
